Because it gives you a golden opportunity to market yourself & your skill sets. It also helps stand out from the sands of job applications from various sources.

Who should write it?
Every job aspirant should write but specifically when you are a fresher or even Experienced but Currently job less than you must not lose this opportunity to create a unique impression.

When one should write a cover letter?
Whenever you will apply for any job role, at any organisation you should write a fresh cover letter. So needless to say one must not forward the same cover letter for every job application he or she is interested in.
